Alicia De La O

Senior Staff Attorney

Alicia de la O (she/her/ella) is a Senior Attorney at the ABA COI. Alicia currently focuses on managing the Detention & LOP Information Line which provides telephonic orientations for individuals in ICE detention.

Prior to being at the COI, Alicia was a staff attorney representing unaccompanied minors at Catholic Legal Services in Miami, Florida. She then worked as a staff attorney at Catholic Charities in Washington D.C. representing adults before EOIR, USCIS, and the DOS.

Alicia is licensed to practice law in Florida and Washington, D.C.

Eddie Alarcon

Program Specialist

Eddie Alarcon (he/him) is a Program Specialist for the Commission on Immigration. He currently helps operate the Detention and LOP Information Line, which provides telephonic orientations to individuals in ICE custody nationwide. Eddie is a Hoosier at heart, born and raised in Fort Wayne, IN. He is a graduate of IU Bloomington and recently finished the VIISTA program through Villanova’s College of Professional Studies.

Emily McCabe

Senior Staff Attorney

At the COI, Emily focuses on resource development and technical assistance for Afghan cases and Dedicated Docket cases in removal proceedings.

Prior to being at COI, Emily worked for five years as an immigration attorney at Northern Virginia Family Service, representing mostly unaccompanied minors, asylum-seekers, and survivors of tracking and criminal activity.

Emily is licensed to practice law in Virginia.

Lucy Martin

Staff Attorney

Lucy Martin is a Staff Attorney working on the Commission on Immigration’s Detention & Legal Orientation Program (LOP) Information Line, which provides legal information by phone and mail to unrepresented people in ICE detention centers across the United States. Prior to joining the Commission, Ms. Martin worked as a legal aid attorney and as a non-profit immigration attorney, focusing on asylum and other humanitarian protections. Ms. Martin is licensed to practice law in Maryland.

Stacy Kim

Staff Attorney

At the COI, Stacy (she/her) develops resources and provides technical assistance on Dedicated Docket cases in removal proceedings.

Prior to being at COI, Stacy was a Justice Catalyst Fellow at Legal Aid Justice Center in northern Virginia. She then worked as a staff attorney, and later, a supervising attorney, on unaccompanied children's cases at Michigan Immigrant Rights Center.

Stacy is licensed to practice law in Michigan and Virginia.

Stephanie Baez

Pro Bono Counsel

Stephanie Baez is Pro Bono Counsel at the ABA COI. She develops, implements, and oversees pro bono projects for COI, and works with COI's offsite projects on their pro bono initiatives.

Prior to joining COI, Stephanie managed the family law and domestic violence pro bono program at the San Diego Volunteer Lawyer Project. Before that, she was an associate at Fried, Frank, Harris, Shriver & Jacobson LLP, where she was a pro bono fellow at Her Justice. She was a judicial clerk in the Southern District of New York.

Stephanie is licensed to practice law in New York and California.
